Pursuant to Florida Statute 489.103(7) - an owner/occupant of a property may be issued a permit to do contracting work on their own property. A Statement of Fact must be signed establishing the owner/builder exemption. An owner/builder may only hire licensed subcontractors for any of the trades such as but not limited to mechanical, electrical, plumbing and roofing that require licensure by the state of Florida and possess a current contractor’s license for said trades.
The limitation is as follows:
- Residential structure - According to Florida Statute 489.103(7), property owners may obtain a permit to perform contracting work on their own property if they personally supervise all work not done by licensed contractors. This permit allows them to build or improve farm outbuildings on one or two family residences for their own use or occupancy, but may not be offered for sale or lease by the owner-builder within 1 year after completion.
- Commercial structure - According to Florida Statute 489.103(7), a commercial building may be constructed or improved by an owner-builder on a property at a cost not exceeding $75,000 on such property when said work is solely for the occupancy or use of such owner and not offered for sale or lease.
