Inmate Visitation

To schedule personal inmate visits:

  • Come to the facility and register or schedule a visit at the lobby kiosk.
  • Register or schedule online at the ICSolutions website.

Visiting an Inmate

When can I visit an inmate?

Visitors must first schedule an appointment online at the ICSolutions website. Visitation is held 7 days a week from 8:30 AM to 7:45 PM. You must arrive and sign into the visitation desk with a valid photo identification 15 minutes before your scheduled appointment. Late arrivals will not be allowed to visit.

You may also visit an inmate from home using your computer. This option costs $15 for a 30 minute visit and requires you to create a prepaid account.

Is there a dress code?

In order to be allowed to visit an inmate, you must adhere to the following dress code:

  • No open toe shoes
  • No plunging necklines
  • Dresses and shorts must extend down to mid-thigh
  • No transparent clothing
  • Clothing must be properly sized
  • No suggestive, provocative, or offensive clothing

Can I video call an inmate?

You may visit an inmate from home using your computer. Visitors must first create an account to schedule an appointment online at the ICSolutions website. Video visits costs $15.00 for a 30 minute visit, and a prepaid account through ICSolutions is required.

What can I expect when visiting an inmate?

You will be required to place all your property into a locker before the visitation and are subject to be searched.

You will then proceed into the facility and seated at a booth equipped with a video monitor. Visitations are conducted through video equipment, not face-to-face.

How long can I visit an inmate?

Inmates are allowed 2 hours of visitation per week, scheduling permitting.

Inmate Phone Calls

Are inmates allowed to make phone calls?

Inmates are given many opportunities to make telephone calls. They are not normally limited in the number of phone calls they can make (within reason).

What are prepaid phone services?

ICSolutions offers prepaid phone services which keep you connected with your loved one. Prepaid phone services provide convenient options for accepting inmate phone calls when:

  • Your desired phone is a cellphone and does not allow collect call billing
  • Your residential phone carrier does not allow collect call billing
  • Your phone number which is currently receiving collect calls has reached the maximum allowed limit for collect call billing

ICSolutions provides two options for prepaid phone services:

Prepaid Account - A Prepaid Account allows the family or friend of an inmate to purchase prepaid phone services for receiving phone calls from the Inmate to your specific phone number. The inmate can only use those services to make calls to the phone number you specify.

Debit Telephone Account - A Debit Telephone Account (if available), allows the family or friend of an inmate to purchase prepaid phone services for the inmate. The inmate can then make phone calls to any telephone number, as long it is not restricted by the jail.

You may purchase prepaid phone services for either option by using Visa & MasterCard credit cards, debit cards, Western Union, money order or cashier's check for mail-in purchases.

How do I create an account and purchase prepaid phone services?

There are three options for creating an account/purchasing prepaid phone services:

  1. Online on the ICSolutions website.
  2. By calling our Customer Care Representatives, available 24 hours a day - every day, at 1-888-506-8407.
  3. By mail (sending a cashier's check or money order) to:

For Prepaid Accounts, please be sure to include with your payment, your name, your address, the designated telephone number at which you wish to receive calls and the name of the facility where the inmate is located (Osceola County).

For Debit Telephone Accounts, please be sure to include your name, your address, your phone number, name of the facility where the inmate is located (Osceola County), inmate's name, and inmate's facility ID number.

Please note: Prepaid phone services expire 6 months from the date of your last prepaid services purchase, unless otherwise required by state law. You may request a refund for any remaining unexpired prepaid phone services on your Prepaid Account. Where applicable, any such refund granted will incur a $2.99 processing fee.

How can I get a refund for my unexpired prepaid phone services?

Prepaid phone services expire 6 months from the date of your last prepaid services purchase, unless otherwise required by state law. You may request a refund for any remaining unexpired prepaid phone services on your Prepaid Account. Where applicable, any such refund granted will incur a $2.99 processing fee. What happens if I do not have an account and my inmate tries to call me?

When you are contacted by the inmate for the first time, you will receive a free 60 second complimentary call with the inmate. Upon completion of this one-time, free call, you will be invited to stay on the line where you will be transferred to a live Customer Care Representative. They will provide you with information on all of our prepaid phone service options, payment purchase options, and answer any questions you may have. If you desire, your Customer Care Representative can set up an account and process your purchase of prepaid phone services. Once completed, the services are immediately available for receiving additional calls from the inmate.

Can I call an inmate?

Except in life or death emergencies, incoming calls are not allowed.

Are phone calls recorded?

All inmate telephone calls are recorded and monitored, except for telephone calls between and inmate and their attorney on record.

Writing an Inmate and Mail

U.S. Postal Service Mail

Inmate postal mail must be sent to the following address:

The inmates' name and booking/ID number must be clearly printed on the outside of the envelope or post card to ensure the mail is posted to the current account.

Tracking Mail

To follow the mail until it is delivered, please sign up for a MailGuard™ Tracker account via www.mailguardtracker.com. If you already have an account with SmartCommunications, you may log in using the same username and password. MailGuard Tracker enables you to track postal mail delivery. Sign up for a free account and view delivery status, receive notifications if your mail is rejected, and download copies of mail that has been received and processed.

All regular inmate postal mail (postcards, letters, greeting cards, etc.) will be scanned into the system and available to the inmates to view their postal mail via the kiosks or tablets.

Viewing Mail as an Inmate

Upon release, inmates can login into the public website at www.smartjailmail.com and enter their inmate number and password to download their photos, messages, and postal mail for free. This application will provide you with access to messages, photos, and postal mail that was processed through the Smart Jail system while you were a resident at the facility. You will not be able to respond to messages or access request forms, grievances or medical forms through this application.

Regulations

Legal mail, court documents, bank statements, and publications will continue to be sent to the facility directly at 402 Simpson Road, Kissimmee, FL 34744.

  • Only mail received through the US Postal Service will be accepted; all others forms or postage will be refused.
  • All inmates are granted the right to communicate or correspond with persons or organizations, subject only to the limitations necessary to maintain order and security.
  • All inmates are allowed to keep up to ten (10) photographs.
  • Written notification will be sent to the inmate when any mail is returned to sender.
  • Questionable contents of publications containing information or photos which could create staff or inmate safety concerns, jeopardize security or the orderly running of the facility shall be reviewed to determine the appropriateness of the publication. If it is determined that the publication shall be rejected, the item shall be returned to sender. Once a magazine publication has been deemed inappropriate, this publication shall be banned from the facility.
  • There is no limit to the amount of correspondence in which an inmate can send to whomever they wish, except as outlined below or when there is evidence of a threat to the safety and security of the facility.


Mail Rules and Regulations

Incoming mail shall bear the following information:

  1. Inmate’s Name
  2. Inmate’s Number

  4. Return Address

The Following Regulations Apply to All Incoming Mail:

  • The only enclosures permitted are greeting cards no larger than 5” x 7” and photographs no larger than 4” x 6” (with the exception of Polaroids). Inmates may receive and keep photographs that are not gang related, sexually-oriented or a pictorial representation of nudity. Pictorial representation of nudity is defined as any book, magazine, newspaper, periodical or photograph containing nudity. Sexually-oriented material is defined as any book, article, magazine, publication, written matter of any kind, drawing, etching, painting, photograph, picture, motion picture, film or sound recording that depicts sexual activity of human beings and/or animals, that exhibits uncovered human genitals or the pubic region in a lewd or lascivious manner, or that exhibits human male genitals in a discernible turgid state, even if opaquely covered.
  • Postcards are acceptable.
  • Stick-on decorations or address labels are not permitted in or on correspondence.
  • Books and magazines will only be accepted if received from the publisher or distributor. Hard-covered books are not permitted; however, if received will be placed into the inmate’s personal property.
  • Sexually-oriented material or pictorial representations of nudity are not permitted.
  • Packages shall not be permitted unless previously approved by the Administration.
  • Newspaper clippings, greeting cards containing non- paper parts and all non-paper items are not permitted.
  • Blank (unsigned) greeting cards and blank paper will not be accepted.
  • All non-privileged mail is opened and checked for contraband before delivery. Privileged mail shall be opened and inspected in front of the inmate before it is delivered.

Email

Inmates can receive and send emails through Smart Communications. In order to use this email service to communicate with an inmate, you must first set up an account using an email account and password.

Once logged in, you will be prompted to add your inmate to your recipient list.

After you have selected your inmate, you will be required to purchase message credits which will be used to fund any emails you or your inmate send. Just like mail sent through the US Postal Service, all email will be reviewed by corrections staff to ensure its content is appropriate.

Commissary

How do I add money to an inmate’s commissary fund?

Funds can be added with a debit or credit card online at the Access Corrections website, by calling 1-866-345-1884, or via the Access Corrections kiosk in the jail lobby (cash only). The fee for depositing money depends on the amount being deposited and the method of deposit. The Access Corrections fee schedule is as follows:

Effective May 1st, 2018, credit and debit card deposits processed by Access Corrections may take between 24-48 hours to post to inmate accounts. Cardholders may be contacted by the vendor to determine that the party has legitimately attempted to transact with the offender. If Access Corrections is unable to reach the cardholder after a second attempt to contact, a voice message will be left for the depositor with return contact information. If a cardholder does not call Access Corrections back within 24 hours of the voice message, the corresponding transaction will be declined.

Why did I receive a letter from Advent Financial Systems requesting payment?

The Osceola County Corrections Department began utilizing services provided by Advent Financial Systems in February 2018. If an inmate is released from the facility with an outstanding jail debt, that information is provided to Advent Financial Systems who attempts to recover the debt on our facility’s behalf. Payments for released inmate accounts will not be accepted at the Jail in any form, however payments may be made using either of the following methods:

  • Online by visiting www.payafee.net (Visa, MasterCard, and Discover accepted)
  • Money order or certified check mailed to the remittance address identified in the notification letter
  • Via phone by calling 1 (866) 494-8556
  • In person at any Bank of America branch (the payer must present the deposit slip attached to the top of the notification letter)

How often can inmates shop from the commissary?

Inmates can make purchases two times per week.

What are iCare Packages?

iCare Packages are fresh food options that you may purchase to be delivered directly to an inmate. These packages can be ordered online at icaregifts.com.

Inmate Property

What is the property release to the public process?

Property can be released to a designated member of the public. The inmate shall submit a written Property Request Authorization form to include the specific item(s) to be released and the name and contact information for person authorized to pick up the property. The individual named on the request will be contacted to schedule an appointment to pick up the property.

Can inmates receive shoes, clothing, eye glasses, dentures or other property?

Eye glasses and contact lenses (lenses must be in sealed package) are accepted. For further details and arrangements contact the on duty Watch Commander at 407-742-4346 or 407-742-4347 to schedule an appointment. Street clothing, shoes and other property are not allowed for inside wear as uniforms are provided.

Can inmates take part in any programs?

There are many programs available to inmates, such as:

Do inmates get to go to recreation?

Generally, all inmates are allowed outside recreation three times a week.

Do inmates have access to religious services?

A chaplain is available to assist inmates in exercising their religious beliefs. The chaplain conducts or supervises religious services and provides counseling to inmates when requested. Inmates can also request religious materials from the chaplain.

Do inmates have access to a library?

Inmates are given access to a variety of reading material. They may check out two books at a time.
