Comprehensive Plan

Chapter 163, Florida Statues, requires all counties and municipalities to adopt a comprehensive plan. The Osceola County Comprehensive Plan identifies the principles, guidelines, standards, and strategies for the orderly and balanced future economic, social, physical, environmental, and fiscal development of the area and reflects the County's vision and community commitments which implement the plan. These principles and strategies guide future decisions in a consistent manner and contain programs and activities to ensure the Comprehensive Plan is implemented. The sections of the Comprehensive Plan are structured as Goals, Objectives, and Policies and describe how Osceola County's programs, activities, and land development regulations are implemented.

On December 10, 2018, the Osceola County Board of County Commissioners adopted an updated Comprehensive Plan with a 2040 planning horizon (Ordinance 18-82). The Board of County Commissioners adopted the final Comprehensive Plan Evaluation and Appraisal Report (EAR) amendments on May 6, 2019 (Ordinance 19-41).

How to Determine a Property’s Future Land Use Designation

A property’s Future Land Use Map (FLUM) designation can be obtained from either the Osceola County Planning & Zoning Office at (407) 742-0200 or our online GIS service.

If needed, a letter confirming a property’s future land use and zoning designations can be requested; $100 for a General Letter and starting at $230 for a Detailed Letter. The property’s tax parcel identification number PIN or address must be provided to determine the FLUM designation. The tax parcel identification number can be obtained from the Osceola County Property Appraiser’s Office, which can be obtained by calling (407) 742-5000 or visiting their Property Search page.

Urban Growth Boundary (UGB)

The 2040 Osceola County Comprehensive Plan established an Urban Growth Boundary (UGB) which identified the area targeted for urban development with the remainder of the County outside of that boundary to remain as a rural agricultural use. The UGB is depicted on the Future Land Use Map series.

Evaluation and Appraisal Reports

The Evaluation and Appraisal Report (EAR) is a comprehensive policy audit required by Florida’s Growth Management Act. The Board of County Commissioners approved the EAR on June 19, 2017.
